CEO, Global Climate Adaptation Partnership

Dr Thomas E. Downing (PhD, Geography, Clark University) is the Chief Executive Officer of the Global Climate Adaptation Partnership, (GCAP). He was formerly Director of the Oxford Center of the Stockholm Environment Institute, Reader in Climate Policy in the Environmental Change Institute of the University of Oxford, and later Visiting Professor, and science advisor to the UK Climate Impacts Programme and UK Parliament.

He developed the Climate Safeguards System for the African Development Bank and a strem of work on the economics of adaptation for UNEP and DFID. GCAP’s software and technical services support fund managers with more than $1 billion per year in climate resilience funding. The Oxford Adaptation Academy, with the Smith School for Enterprise and the Environment, Oxford, is the premier professional development facility for climate adaptation. He has published over 100 papers, books, reports and book reviews, including the Atlas of Climate Change (with Kirstin Dow). His most exciting challenge is constructing the market for climate resilience services, especially in the private sector and fund managers.
